It's like police calling someone who just went on a "murder spree" a "gentleman." Next, I feel the same way you do about people who smoke (and with a child in the car; what an inconsiderate boob!) Here in San Diego anyone who tosses a cigarette out of the car is liable to spark a fire, devastate acres of beloved trees, flora and fauna, destroy people's homes and lives, and maybe even kill someone.
